Can files be attached to individual contact's files

Can files such as spreadsheet or PDF's be attached to individual contact's files or is there only an aggregate library?
There are 4 ways that you can attach a document in CMPro.
1) At an organization level - available to all CMPro users.
2) At a contact level - Available to anyone who open the contacts and click on the attachments tab.
3) At an opportunity level - available only to users who have access to the opportunity
4) At a meeting level - available only to the meeting attendees.
The Document Library brings in all items from (1) above and all from (2)
where you own the contacts.
